Student-Beneficiaries


  • The students must satisfy all the requirements:

    • has unpaid tuition in SY 2019-2020 or SY 2020-2021;
    • family is not included in DSWD’s Listahanan;
    • not an Education Service Contracting (ESC) grantee or SHS Voucher Program Beneficiary (VPB);

      A student who received the ESC subsidy or SHS voucher in SY 2019-2020 or SY 2020-2021 is disqualified from the BBE, even if that student has unpaid tuition in SY 2019-2020 as the guidelines state that all eligibility requirements for student-beneficiaries must be satisfied.

    • parent/guardian lost employment due to work stoppage and closure of establishments due to the community quarantine; and
    • belongs to a low-income household.

      Students who belong to a low-income household are the following:

      • do not live in a gated condominium, community, and subdivision, except those considered as a resettlement area or a socialized housing community;
      • do not have a four-wheel vehicle, except Public Utility Vehicles (PUVs); and
      • do not have a family member working in national or local government.

    Moreover, student-beneficiaries are basic education (K-12) students who were enrolled in SY 2019-2020, but did not enroll in SY 2020-2021 as well as those who are enrolled in any public or private elementary or secondary schools in SY 2020-2021.

  • The students must meet all the criteria:

    • Currently enrolled in SY 2020-2021;
    • family is not included in DSWD’s Listahanan;
    • not an Education Service Contracting (ESC) grantee or SHS Voucher Program Beneficiary (VPB);
    • parent/guardian lost employment due to work stoppage and closure of establishments due to the community quarantine; and
    • belongs to a low-income household.

    The allowance shall be used by qualified students who are currently enrolled to cover other expenses such as living and educational expenses.

  • Students who belong to a low-income household are the following:

    • do not live in a gated condominium, community, and subdivision, except those considered as a resettlement area or a socialized housing community;
    • do not have a four-wheel vehicle, except Public Utility Vehicles (PUVs); and
    • do not have a family member working in national or local government.

    The parent/guardian/student shall submit a self-certification that attests that the student belongs to a low-income household as defined in the guidelines.

  • No. The beneficiaries of the Pantawid Pamilyang Pilipino Program (or 4Ps) are not covered by the BBE as 4Ps beneficiaries are selected through the National Household Targeting System, also known as the Listahanan.

  • All applications will be evaluated, but due to the limited funds for the BBE, student-beneficiaries will be prioritized as follows:

    • Priority 1: Students who have unpaid tuition in SY 2019-2020 in private schools that have closed in SY 2020-2021.
    • Priority 2: Students who have unpaid tuition in SY 2019-2020 in private schools that are operating in SY 2020-2021.
    • Priority 3: Students who have unpaid tuition in SY 2020-2021 in private schools that are operating in SY 2020-2021.

    Only a projected 40,000 qualified students will receive the BBE subsidy. Moreover, distribution of the BBE allowance will be on a “first come, first served” basis as only 16,666 qualified students can be accommodated by the available funds.

  • No, the student may qualify for only one assistance – subsidy or allowance.

  • Yes, the student can still apply for the allowance, provided s/he meets all the eligibility requirements.

  • A student may submit separate applications under Priority 1 and Priority 2, with both applications subject to evaluation as per guidelines and the availability of funds.

  • No. The BBE subsidy covers unpaid tuition in SY 2019-2020 or SY 2020-2021 only.

  • If the issuance of an LRN is for approval, the school should follow up its DepEd Division Office.

    If a learner has two or more LRN, the school should send Request Form 01 – Template for Reporting Multiple LRN (RF01) to its DepEd Division Office.

    If a learner has no LRN, the school should register the student in DepEd’s Learner Information System (LIS).


School Requirements and Participation


  • Schools with BBE applicants are required to register/create an account in the Bayanihan 2 for Basic Education System (BBES). During registration, the schools shall be required to provide its School DepEd ID, school address and contact details, and school bank account details. Schools will also be asked to upload documentary requirements in the BBES.

    There is no school application or required membership for schools to participate in the BBE.

  • Yes since Priority 1 students are those who have unpaid tuition in SY 2019-2020 in private schools that have stopped operations in SY 2020-2021. These schools must register in the BBES where they submit school-validated Priority 1 student applications to the Bayanihan 2 for Basic Education System (BBES) before the school submission of Priority 2 and 3 applications.

  • Yes, a private school that has a valid permit issued by DepEd is eligible to participate in the BBE.

  • Yes, schools will be allowed to register the Landbank account that they use for the ESC and SHS Voucher Program for the BBE.

  • Yes, the schools can upload the ST1/MI to the Bayanihan 2 for Basic Education System (BBES) and will be accepted as a supporting document for the school bank account.

  • The school open a bank account in the school’s name and then provide the school bank account details and supporting document in the BBES when it registers.

  • No, the school should register only one school bank account in the BBES.
